Is $12 versus $29 the whole difference?

No, and it would be dishonest to pretend otherwise. Stan does more. The question worth asking is whether you use what you are paying for: if you sell three PDFs and a template pack, the extra $17 a month buys you features you never open.

Can I move without losing my link?

Your storefront URL changes, since it is tied to whichever platform hosts it. What does not change is your payment account, your customer list and your files — you keep all three, because on Tuqui.store they were never ours to begin with. Export your customers as CSV before you leave anywhere.

Who handles sales tax and VAT?

You do. Because buyers pay your own payment account directly, you are the seller of record, which means tax obligations are yours — and if you sell through Stripe, Stripe Tax can automate most of it. Platforms that act as merchant of record (Gumroad, Payhip) handle this for you and charge a percentage for it. If tax compliance is the thing you want to outsource, that trade is a real one and worth taking seriously.
